I don't think you can sue someone because a 20 year old car has something broken on it.

I can see it now... Future owner 10 years down the line gets into accident, isn't wearing seat belt, gets severly injured. "Why didn't I wear my seatbelt? Well, I always put it on when the buzzing sound and red light tell me too, but I didn't that time, because there was no buzzer or light! Then I found a note, turned out the previous owner turned it off ON PURPOSE! How dare he sell me a 30 year old car with over 300,000 miles that has one tiny problem? I'm going to sue!"
Sounds pretty improbable.. But hey, we are a pretty sue-happy people, so you never know.
