If he kept walking around in circles, that does not warrant being shot.

I don't agree with all that obeying an officers orders crap. They're not all right or smart. They do however carry guns.

By your logic, if a cop ordered me to put my hands against the wall and I didn't, should I get shot?

I've actually argued with cops when I was in the right, and they argued back, both of us arms flailing back and forth and have never been threatend to be shot.

I made my point, it was understood and off we went, no tickets issued and no bullets flying either.

SOme cops are more high strung and wound up than others(as are civilians). Without a doubt a group, whether cops or otherwise, are very unpredictable and subject to following the leader, hence the 12-15 shell casings.
