Mike, you may be stuck with this one. It sounds like one of the the parking brake shoes has come loose and is binding the rotor, or a cable has broken. You could try backing up a short distance, but I don't think it will free things up. Get under the car and check the cables, (doubt it's a cable. When they break, you can't apply the brake. If you can get the wheel off, remove the rotor retainer screw, and try and remove the rotor. You may have to resort to a hammer to get it off.
