From your description I'm 90% sure you're looking at fuel pump or pumps if you have two. It isn't the filter, because you would have had low power. It isn't the fuel pump relay, because that's under the hood. If you want to be sure do a fuel pump volume test. You should pump a liter in 40 seconds IIRC. Also if a pump has been drawing extra current for quite awhile, you're looking at the fuel pump relay failing soon.
