You might be able to adjust the idle in gear by turning the bolt on the diaphragm ccw to see if that will give it a higher idle speed.

You may also have some problems with the cold idle. There is a section in the manual on adjustment/operation.

There are also a bunch of posts on this forum on how to "burp" the power steering which might help.

Great work on getting the car going! It's been a long HARD fight.
