When you say the A/C does not blow "too strong", are you referring to the vents where it discharges or the temperature of the discharge air?
If the vacuum system is compromised, and the climate control system is failing to get proper vacuum, then the proper doors won't open and close........usually resulting in a default to the defrost flaps.
You can test this system with a proper Mityvac and/or vacuum gauge. With the Mityvac supplying vacuum, see if the system functions as designed. If so, then the doors are causing a significant leak to the entire system.
