Word from a fellow on the vets list confirmed a few things for me.

If your rubber is keeping the vent valve closed, that's an oops. It's better to remove the valve entirely rather than close it all the time.

You can't cheat on the balance of the carbs and you'll have to start messing with the idle mixture screws. I can't tell you at the moment, how the carbs or the idle will react to a quarter turn of a single screw. The result isn't as obvious as an adjustment of the linkage.

Lastly, replace the dashpot with one that you can test (or at least has been tested) with a hand held vacuum pump.
