I don't really think you have a vacuum issue, as your relay clicking seems to rule that out. It sounds as if your CCU is weirding out. (very technical terminology)
That is an awful nice offer from Brian, and a nice way to rule it out.
I'm still reeling in shock that you don't have a Mityvac yet.......
