There's a note in the ETM that says that with a warm engine, the relay will open the valve after one second of cranking, for three seconds, and when it is open it provides extra fuel. If the wires were cut, it suggests to me that the relay may have failed and started to provide extra fuel when it wasn't wanted. So I would check out the function of the relay before I hooked it up.
