I've looked and couldn't find how do short the R16 resistor.
So I am going to take a stab at what this means.

It means removing the r16 resistor and putting a wire were the 2 male pins connected with the female pins or socket. Can anyone confirm this.

I am doing this so I can pass my smog test.
