If you set the meter manually to a range where 12V is on-scale, e.g. 32 vdc f.s., you won't get 'OL'. What meter are you using? Note too that loop control via monitoring the O2 sensor does not occur until the O2 sensor warms up. Until then, your diagnostic reading may not be valid.
