When it takes 10 years to get a permit to do "emergincy dredging" of a harbor you have created a monster.
I hate the EPA/DEP with a passion, you should see some of the idiotic crap they pull on the marine industry.
Outlawing bilge pumps, amazing fines for spilling tinny amounts of fuel, insurance costs that would make anyone cringe.
It takes a lawyer, 8 years and lots of money to get permits to
repair an existing sea wall.
The EPA/DEP's goal is to restore our coasts to pre 1600 conditions, ie they want everything man made out.
