It's easy to get to. I'd say an hour at the most, and that's at a relaxed pace. The link below shows how to change the cabin air filter. Once you expose the blower, you'll see what to remove to get it out. If your blower isn't rotating, make sure the fan shaft has not rusted/seized in it's bearing. Some people have gotten lucky by simply oiling up the shaft/bearing interface. They got their blowers to work again.
