And always has been. Out here we're always blessed (cursed) with extra emissions crap.
Sometimes there will be cars like the guy in WA that has one - if the car was sold new in WA, it was probably either a dealer trade (but that would still be an 800-mile minimum trade distance, so unlikely) or was originally built for the CA market and then diverted at the port or somewhere earlier in the production sequence.
If sold used, the cars obviously go all over either through private hands or a dealer auction.
It works the other way too, of course, but only with used cars. A dealer can't sell a 49state car here as new. And in the case of diesels, no individual can register a new diesel in CA currently. New ones are not sold and If you want to buy one out of state, it needs to have at least 7500 miles on it before it can be brought in and registered in your name.
