Yes, #15. The goldish/cad plated bracket, see if you can find fasteners on that or not. This stuff all tends to get in the way which is why I recommend pulling the whole upper jacket tube (steering column) out, you can pivot the column down and around and slip the whole dang thing out.
Once the clamp (#15) is removed (just bend it open until you can pull it off, you can do it by hand) you'll see the small retaining "nub", then you decide if you want to try grinding that out of there with the column installed. heh heh.
