well, the first test is so low that it wont start that way for sure. about 220 tested cold is the minimum for starter starting.

the problem with a worn diesel is starting from cold. after you get it started it will run forever usually.

the cylinders may have dried out from sitting. this could be a factor of your type of oil and or washing all of the oil off the cyliders earlier when trying unsuccessfully to start.

so if you have a good starter and good injectors, and fuel supply and the glow plugs are working it may turn out to be ok once you get it up and running and get some clean oil in it etc.
