Jimmy-- On the early rotary knob style manual A/C control, you pull the knob out and it'll direct cold air to the footwells and vents both.
It says it will in the manual, at least-- I've not actually tried since Shlomo is still taken apart from the stereo/seat thing. It's just too cold to mess with-- I don't care enough to get cold messing with a car I can't drive anyway.
