VCV Tranny Specialist help needed 1984 300SD

OK
1) mighty vac to tranny modulator,,, holds vacuum (15 inches)
2) at idle vacuum going to tranny modulator (Black line) shows 8 inches, but it jumps around.
3) at about 1/3 throttle vacuum goes UP to 10 inches (from 8) and very steady
4) at WOT vacuum drops to 5 inches but no lower (and very steady).
5) EGR disconnected
6) unrelated (maybe) but still a question,,, the VCV (Vacuum control valve (inserted for searches)) has 2 vacuum lines hooked up to it, one on top, one on side. I took VCV apart and the vacuum on the side is vented??? Why in the world would MB vent a vacuum line through teh VCV???
This is the first 300SD that I think I will be able to get it to shift correctly, kinda shifts hard (at all throttel positions)right now so I'm guessing someone tinkered with the vacuum modulator to keep it from flaring on heavy acceleration, living with the hard shift on light accel.
