On the OM617, one is the vent on the VCV, the other needs a vacuum source. The vent should not be connected to the vacuum source. Higher vacuum means softer shift, less vacuum means harder shift.
Even though the EGR is disconnected, did you disable the 3-2 valves on top of the valve cover?
Also, is this a Cali type car or Federal?
