Step one, throw out the rubbing compound....
 
Step two, get some meguiars #9 swirl mark remover or even "fine cut". Apply the #9 or fine cut (then reapply #9 post fine cut application/removal) with a terry covered sponge after the surface has freshly been washed/dryed. Remove it with a 100% cotton terry. Repeat as needed only on affected area. Once you have it gone (or noticeably reduced) you can polish it with Meguiars "show car glaze" #7 (brown bottle). Then to further clean up the view use Gold Class liquid wax. 
 
Of course, if at any time you feel this may be more than you want to deal with....take it to a professional.
