Are you getting the 22hg of vac at the trans modulator? You say that you have the VCV disconnected, do you have it bypassed with the line to the trans connected straight to the vac system. The VCV can be adjusted with the nut and screw under the white cap on the side of it. I adjusted mine with a temporary guage in the line and then run into the car where I could see it while driving.
