I think the most accurate response is, "It depends." The court has to recognize the standing of the individual for a suit or pleading or claim to proceed. A citizen has certain standing automatically by virtue of citizenship. Non-citizens do not.
Any individual that has exactly the same rights and responsibilities as a citizen is called a, "citizen."
