Blue smoke is worn out valve guide seals. Takes a few hours to do, but it will cure the smoke on takeoff and after idling problem.

BLACK smoke, on the other hand, is too much fuel. However, you will fail the CO test with too much fuel, so I suspect bad valve guide seals.

You have the right milage for them to be bad. Not horribly expensive, and it will decrease oil usage to about zero.
