That is the MAJOR problem. People not paying their road taxes have no right to use our roads.
It's like tapping your home electricity directly to the transformer to avoid showing on the meter or using somebody elses phone line for free calls. Both are illegal and make the legitimate users pay more for doing the RIGHT THING. It's straight up tax evasion, no matter how you try to rationalize it to yourself.
