to the transfer to another person is LESS TIME than the typical temporary (paper) license plate I don't think you would owe any tax on it. BUT, like a lawyer would tell you, "Check your local laws."
In most cases possession of the car and a clear title is NOT the same thing as a registration. IE: TOW the car to the new buyer (or port of departure.)
