This is often caused by the front suspension control rod mounts. There is a heavy control rod that runs from the area of the lower ball joint to what I will call the frame/firewall area in the fender well. The mount bolted on to the firewall looks like a small ball joint. That ball joint goes bad easily because when the rubber boot stops sealing it from decay, all kinds of dirt and salt get in there. When you step on the brakes what you get is a clunk caused by this loose ball joint.
