My view of recreational fisherpeople, is that they only view that their limit of fish or activity in minor, that its the other people. They don't see that if they take their limit, then the next guy takes his and the next, then no more fish. I usually fish special regulation waters. For the most part they provide better fishing. I do see the need to shut down certain areas of water during spawning and such. Also, no wading zones, while the fry grow a bit. Usually, this is during the fall and early spring, before the heavy amount of fishing. I do support year round fishing on a C&R basis. I am not against some harvest though.
