A "secure car cover with lock" is kind of an oxymoron anyway...
I had lived in a complex with garage parking, but my VW got broken into once (they were after the stereo, though unsuccessful) along with other vehicles.
One of the REAL problems was that the building manager never changed the locks...so previous (and unscrupulous) tenants would keep a duplicate key or "forget" to return the original, thus the thieves could casually let themselves in and help themselves to whatever they wanted at the time.
The problem stopped immediately after the practice of changing the locks was implemented.
