It may not be as bad as it seems. The pressure isn't much at these car washes IF she did it on LOW and didn't actually pull the trigger as was claimed in the article. I rinse my hands in the stream all the time at the car wash AS LONG AS It IS ON LOW.

Still, this is no way to treat a little child. I think mom needs a little therapy and after this, her daughter likely does as well.
