Yes

The pneumatic control system of the mechanical "Pods" consists of electro-
pneumatic valves actuated by the pushbutton CCU regulating the Vacuum
produced by the mechanical pump on the front of the engine.IF the hard
plastic lines have no cracks or splits AND the rubber "Connectors" are not
cracked or split...the only nonfunctional unit is the rubber diaphragms in the
pods.(the hardest working and most stressed part of the system)
The "Test Bar" is behind and to the left of the glove box liner.(You can plug in
your Mity-Vac to any of the pod circuits and test operation there)

Usually, if you've got a lever movement problem it's a pod.

And if you're gonna go in there (take the dash cap off) it's best to replace all
the pods (one's bad...from age and use...others to follow soon)[because it's
such fun to have to go in there 3 or 4 times]
