Yeah, just check it at different points. You can go both ways with a mityvac, hook it up to the line to check if the vacuum is there (verify the key switch works), and apply vacuum to the shut off valve.

I had to do this in mine last summer. I think the diaphragm split in the valve and the engine would take five or ten seconds to shut down, if at all. Did it without taking the manifold off; just had to remove the ALDA. Make sure that the little hook/peg on the end of the new valve hooks onto the stop lever linkage inside. You did it right if the stop lever goes down when vacuum is applied to the valve.

The area is pretty easy to get to on a 602, not sure how bad it is on a 603. I had to remove the CC actuator, but it is mounted on the side of the intake manifold on the 602.962.
