10:1 odds that someone disconnected the vacuum lines due to a leak in the locking system. If you lose too much vacuum anywhere you can start running into shifting problems, problems with the car not turning off or even braking problems. Best thing to do would be to get a hand vacuum pump (Mighty Vac or similar) and pull a vacuum on each of those two lines and see if they hold the vacuum or if it leaks down.
