I do not want the leads across the fuse , I want the reading on the Input side of the fuse holder and I want the reading of the output side of the fuse holder...see? This is what you have done in the first part, but we should have 12v there.
You will never get a voltage reading Across a fuse...

So, do it again.. put the red lead on each side of the fuse with the key ON and the black lead of your tester to a good ground [ that tower metal you have been using is fine]. If you do not get 12V [ battery voltage ] here , we have a feed problem from the ign switch..or a bad ground.
So, get me those redings and if they are still 7v , flip the key a few tines and retry the same test.
