Mostly but the practice is spreading throughout the world. It is practiced in Iran and even here sometimes.

A colleague reacted to the picture by saying, "Why do Muslims do this to their daughters?" I am not sure how this association with Muslims came about. To begin with, the practice of female circumcision is encouraged, but not compulsory, according to three out of four main schools of thoughts of Islam. One the fourth pronounced it is a must.
I guess some would interpret it as a call and others will not.

At a conference in Tehran on Wednesday entitled “The World without Zionism,” President Mahmoud Ahmadinejad called for Israel to be “wiped off the map.” Now, you may tell me that it was an issue of translation and he meant that it was hoped that Israel would disappear but that is up to the individual belief. Knowing their past relationship, what would you think? Now, we may disagree and if you uttered a phrase similar to that directed at me, I could easily assume it is your typing while drunk or in a bad mood. OTOH, if it was someone I have had a bad history with, well, it takes a different tone.
He still has to get congressional approval. Will he or won't he. That is the question.
