Thats probably what I'd be getting if I had A/C.....but since I don't I've been getting about 26 to 29 depending how granny-like I drive and how much "hyper-miling" I am able to do. 
Its only been truly hot enough to want A/C maybe 4-5 days so far this year....and since I drive less than 30-40 mins a day, I'll survive. Its not worth $1500 to have (hopefully) available the 5-10 days a year you need it. Its much cheaper to keep the windows working properly...
