Let the parties select their candidates and have their conventions. Give them 30 days to form their team prepare a proposal to run the country. Document specific plans, financial considerations, staffing... Then run a series of debates or "vendor selection" meetings to discuss their proposals. Run the election after these meetings. Measure the elected officials on their plans. Have enforceable penalties if they deviate.
