I don't know where you live so I can't comment on that.
In California, in order to have to register as a sex offender you have to have done more than just "cop a feel" as a teenager. See California Penal Code Sec. 290.
Overall, sex offenders (child molesters and rapists) have the highest recividism rate. I have prosecuted sex offenders who began committing sex crimes even before I entered law school. Sexual behavior is hard-wired into their brain and nothing short of a lobotomy (or chemical castration) will work. Prolonged incarceration is the only real protection we have.
In California we try to keep repeat sex offenders behind bars with laws like the "the three strikes" law and civil commitments under the Sexually Violent Predator law.
I agree with you on one thing, however.
Services like "rotten neighbors" stink. Anyone can post anything he wants about his neighbors and not worry about consequences. That is the real problem IMO.
