I had the same problem. Changing just those springs stiffened up all the shifts, taking care of my slight 2-3 flare, and easing the 1-2 pop a little.
Now that they all shift similarly, I am planning to use synthetic ATF to smoothen it out. If that doesn't work, I might give the modulator a look.
Of course, this is after setting the vacuum with the "donut" disc and 2-way splitter included.
