clicking noise before and after starting engine

I have a problem of ticking/clicking coming from my 1985 380sl (120K miles). It seems to come from a unit that is bolted on the top of the front of the engine on the passenger side. I have attached an image of the culprit. The unit has a linkage going underneath the air filter and one wire running to the front of the car. When the accelerator is pushed while the engine is running, I see the linkage move. I'm not sure what this thing is. It says Mercedes Benz 408201/1/5 and 0025458832 VDO. It clicks when cold, and I turn on the ignition (without starting the engine). It also clicks while the engine is running. Does anyone have some advice? Is this something I need to worry about? I do have the CD manual, but don't see anything on this in it, but the organization is a little crazy in the manual.
