A wise idea.
A clogged strainer allows sufficient fuel when the strainer is totally immersed in the fuel.........all possible area is utilized for fuel. As soon as some of the strainer is above the fuel level, the available fuel to the pump starts to drop. When you get really low, the engine will barely run on the available fuel.
