It is definitely recovered R12. I bought it from a truck/bus service place. They had a R134a machine as well and didn't have a need for the R12 equipment so they sold it off. So any R134a refrigerant would have gone in the other machine's tank.
I've seen a few in this price range, but that was just for the recovery system with no tank (empty or partially filled

) and no recharge machine. Most of the one's I've seen around here are 2-500. The people asking 500 must be trying to sell them to businesses because no do-it-yourselfer is gonna spend that much on an AC system. For me the freon covers the cost of the machines and plus when I use it once the cost of the machines will be payed for as well (as long as I have space, which I do, I think this will pay for itself many times over). I called around awhile back to fill my system and some want $200 PLUS the cost of freon.
I just did some research and found this 50lbs recovery tank at Grainger-

It says it weighs 5.9lbs empty. But then it also says the shipping weight is 28 lbs. How can the packaging weigh 22 lbs?? Perhaps the 5.9 is without fittings...hmmm, anyone know?
The recovery tank I have is a 50lbs tank. It weighs a lot more than 6lbs. I want to put it on the scale and see how much I have!
