You need to check your fuel pressures - system pressure and control pressure. Lots of posts on how do do this.

When you do this, you will need to jumper the fuel pump by removing the relay and bridging terminals 30 and 87. This will cause the pump to run. While it is running, check that the air sensor plate can be easily pushed down and that it returns smoothly to its upper position.

What may be happening:

- low system pressure, not high enough to open the injectors
- high control pressure not allowing FD pistion to move
- FD piston stuck, not moving
