NY state troopers, I agree, will likely not let you off if you are caught.
NJ state troopers are extremely good at catching speeders. They have it down to a science, literally, over there. Check out the news from about a year ago if you don't believe me.
PA and MA state troopers love, I mean looooooovvveee, out of towners, particularly those from NY and MA. Its also very easy to pull a New Yorker over because apparently our local police officers don't really care about such "mundane" things as blue turn signals, blacked out tailights and noise polluting exhaust

East coast, I95, in general is a nightmare. Somedays its really enforced hard North to South.
There was a documentary on TV a little back, complete with hidden cameras and stealth vans, about a midwest state, I forget which. These troopers were pulling over only out of state cars and seizing them for ridiculous things. The problem was everything in the car and the car itself was sold within a month at the local police auction. So even if you wanted to fight the ticket, a nightmare if you were from out of state, the car would be gone even if you won

As I live in NY I have nothing really else bad to say about cops, too many of them died recently. But sometimes things do happen that make you say hmmmmmmm.......
