Being a '92, it has a shift interlock which won't allow you to turn it all of the way off and remove the key unless it is completely in park.

It also won't turn to the start position unless it has turned ALL OF THE WAY OFF.

Press the shifter into the park position, turn the key all of the way off and re-try to start. Hopefully this will help.

I don't remember there being an adjustment for the interlock cable (would be on the shifter side, the ignition side just screws all of the way in). but there might be.
