The Quickie Approach to try first.......

Thank you so much LowriderDog for this fantastic information.

The most common problem I have seen is a failure to set (See my posts above).

As the info says the most likely culprit is the electrolytic capacitor C19 which is the Sample and Hold cap for the speed. It is thus the 'memory' on the circuit. Also note the words of caution since Q9 is a MOSFET and is very easily destroyed so use good grounding techniques. Static is your enemy.
