Doesn't mean they are bought & sold used every day. Businesses (salvage yards) won't sell them, but private parties often will. It's a stupid law anyway; bad cats will either be plugged (car won't run) or won't work right (car won't pass smog). Either way, a bad cat is useless, seems pointless to ban selling used ones.
