While most of the Turbos are made by Garrett (Air Research) some of them are made by KKK (I do not know were the tag is on the KKK).

I have not seen the tag on mine that is on the Engine and have not been able to find the spare used Turbo I bought in my crowded messy Garage either.
On my Car; a Federal 84 300D I would have to remove the Air Cleaner Housing in order to get at the part of the Turbo under it and between the manifold and the turbo. Yes, I believe you will need a Mirror and a strong flashlight unless by luck it is located in an easy to see area. Also the tag is small.
Part of the problem is that the plate can be installed in 4 different positions and they do not worry about which position it goes in. This means the tag could be in any of 4 positions.
