I too was confused when I was reading about it. Once you do you will realize just how easy it is.
Yes the bolt comes out. You put something(3/8" extension) in the hole on the plastic thing. Take tension off the bolt so it will come out easy. Remove bolt then let the plastic thing rotate in whatever direction the spring wants to pull it. Give it a try and you will see just how easy it is.
