The bottom portion comes off after removing the carpet pad and pulling a little plastic tab straight out towards the rear. I don't have my car here right now, so I can't advise on the upper connection to the accelerator linkage rod, but I assume it is a ball/socket like the throttle linkage under the hood.

Is the linkage under the hood maybe binding? This is a very complex Rube Goldberg design, and bushings can wear and cause issues. If the linkage is just sticking or binding, try unsnapping the ball on the firewall and see which portion is binding.

Unless there has been a hack in there before you, the accelerator pedal needs be removed before the carpet.

Original carpets have a hole for the accelerator pedal lower bracket, not a notch. A notch is what you get after after you rip out the hole by removing the carpet before removing the pedal.
