Be sure that it's not the red emergency flasher switch, when it's in the off position the turn signals work, if it's part way in between or in the flasher position, the turn signals don't work.
I thought I had a bad flasher, bought one, put it in and nothing happened. It turned out that one of the plastic levers on the emergency switch was broken and it wasn't moving even though the rocker switch seemed to be working.
